Senator HILL(12.13) —We are not seeking to limit the effect of existing section 200, which deals with a selective form of broadcasts-the ones the Minister has been talking about-the school-type broadcasts which are clearly under the educational channel and for educational purposes. We are attempting to deal with that mass of other material which may have educational benefit as recognised by the educational institutions but which does not come within section 200. We say that there should be a capacity to copy that material upon the payment of an appropriate fee. That is the nature of the extension that we are seeking.
