Senator TATE (Minister for Justice)(11.58) —I am advised that, if people wish to make use of audiovisual material, they have to seek the permission of the copyright owner, or purchase it, the remuneration being made available to the copyright owner. In other words, the whole scheme is designed to ensure that the copyright owner is remunerated for the use made of his or her creative talent by the student or the researcher. That is the scheme that underlies the approach in this legislation to the audiovisual area.
