Senator MESSNER —by leave-I give notice that, on the next day of sitting, I shall move:

That the Senate-

(a) notes that the Western Australian Government paid $175 million to Mr Laurie Connell and Mr Dallas Dempster for a 44 per cent interest in the Petrochemical Industries Company Ltd, which virtually had no real assets other than a paper agreement with the Western Australian Government to supply gas, which was not a specific binding contract;

(b) further notes that both the Treasurer (Mr Keating) and the Minister for Finance (Senator Walsh) have been highly critical of the proposals by the Premier of New South Wales (NSW) (Mr Greiner) to spend more money on road and sewerage infrastructure in that State to halt the severe run-down of this critical infrastructure;

(c) expresses its concern that the Treasurer has threatened the NSW Government with cuts to Commonwealth funding in general assistance grants at the forthcoming Premiers' Conference as a result of its road funding and sewerage proposals; and

(d) expresses its view that it would be hypocritical and inconsistent for the Federal Government to cut payments to NSW if it did not also treat Western Australia in the same fashion for its reckless and wasteful spending on the Petrochemical Industries Company Ltd.
