Senator Archer asked the Minister representing the Minister for Transport, upon notice, on 28 November 1985:

What degree of approval by the States, under the provisions of the Interstate Road Transport Act 1985 will be necessary before the Minister for Transport would pronounce `substantial agreement' and have the legislation proclaimed.

Senator Gietzelt —The Minister for Transport has provided the following answer to the honourable senator's question:

As I have indicated on a number of occasions, a decision that the States and Territories have made substantial progress in implementing their parts of the fast-track package of reforms for the road transport industry will not be taken until I have fully consulted with industry and my Ministerial colleagues on the Australian Transport Advisory Council (ATAC).

This decision will be taken in the context of the unanimous agreement of all Federal, State and Territory Governments at ATAC in December 1985 to aim for a target implementation date for the fast-track package of 1 July 1986.
