Senator MACKLIN(1.52) —The Australian Democrats will be supporting the Bill. However, I support the warning fired across the bows by the Scrutiny of Bills Committee. Validation should not be taken as a type of activity which the Parliament will constantly take lightly. It would be useful if, in fact, the Scrutiny of Bills Committee report was drawn to the attention of various departments. On this occasion there seems to be no other way out. But this is the third instance I can remember in the last year. It seems to me that, in relation to this type of activity, it should not necessarily be assumed that the Parliament will always acquiesce in fixing up bungles that have occurred in the past.
