Senator BUTTON (Minister for Industry, Technology and Commerce)(8.35) —As I understand it, this is a standard provision in most bounty legislation of this kind. The instruction I have is that they are considered to be cumulative. It is a matter of interpretation whether they can be seen to be in this category. Clause 10 (3) (a) requires all the processes to be carried out in registered premises; clause 10 (3) (b) requires that the last substantial process in the manufacture of the equipment be carried out in registered premises. All it means is that both of those requirements must be satisfied. It seems almost tautologous, but it is a standard requirement.
