Senator MESSNER(10.47) —Just to make the point clear, I am not trying to make a federal case out of this matter. It seems to me to be quite a reasonable proposition to debate the real point at issue-that is, whether we will oppose a clause in respect of a three-year write off of water conservation expenses or a five-year write off when it is plainly the Government's decision to change it from five years to three. It seems to me to be logical to arrange the business in such a way that we actually debate what we are meant to be debating rather than something that is presently in the Bill and obviously is not the Government's intention.


The TEMPORARY CHAIRMAN —I am in the hands of the Committee. The Committee is dealing with clause 6. There is a motion before the Committee. I intend to deal with that.
