Senator REID —My question is directed to the Minister for Finance. I refer him to the statement made by the Minister for Territories relating to the local council to be established. He said that a guarantee will be included so that the existing level and range of services can be kept up for two years. I also refer to a statement made by the honourable member for Canberra on Australian Broadcasting Corporation radio this morning, when she said:

You know, we have got a five-year guarantee. I mean in politics I think we are very fortunate in that we can say for the next five years this proposal will not cost people any more and the services will not be reduced.

Can the Minister tell us what the proposals are for the financial partnership between the Commonwealth Government and the people of Canberra once the council is established?

Senator WALSH —The question comes within the Treasury portfolio and not the Finance one, but subject to the prevailing level of the Australian Capital Territory's own State-type taxation being maintained, there is a guarantee of maintenance for two years and, subject to confirmation by the Treasurer, I think it is to be negotiated from then on.
