Senator TEAGUE(9.12) —My point is that that is a new procedure. I understand what the Minister has just said, but at the moment, it is not possible to limit per capita grants for any school to the maximum enrolment; rather, all students enrolled do receive the per capita grant. These clauses bring in a new limit that creates what I have called a thirteenth category in the levels of funding for per capita grants to non-government schools. That means that some students now will get a zero recurrent fund.
