Senator TEAGUE(8.33) —I thank the Minister. I am familiar with the Westminster system and the responsibility of Ministers. Let me give a concrete example. Let us say that a primary school has planned for some years to extend in 1986 to include in the school enrolments year 8 and year 9. Let us say that the school makes application for approval for a capital grant for the extra classrooms with respect to the year 8 and year 9 enrolments. At the same time it makes a second application that the maximum number to gain a per capita recurrent fund in respect of that school be increased to take account of the additional enrolments in year 8 and year 9. Let us say that for one reason or another the Minister denies the capital grant. Will this Bill give the Minister the power automatically to allow the increase in the maximum number of enrolments so that the school willy-nilly in respect of all its enrolments, including year 8 and year 9, will get a per capita grant?
