Senator TEAGUE(8.30) —I understand that part. Let me read from page 10 of the Bill:

. . . the Minister may, by determination in writing, vary the list of systemic schools by-

going to paragraph (c)-

specifying a maximum number of students.

It is certainly the case that a school may apply for a maximum to be declared or to be varied, but it is the power of the Minister, according to this Bill, that will determine the matter. The Minister will say `having heard your submission, I declare that your maximum is confirmed according to your application', or that it is not. Is it the case that if the Minister does not approve the criteria, for any one of the reasons set out in the Bill, a maximum would be set and that if the school enrols students beyond that maximum, it would not receive recurrent per capita funding in respect of those enrolments beyond the maximum? Is that not so?
