Senator RYAN (Minister for Education8.27) —Yes, that is the case. Senator Teague ought to understand that the Government announced its new policy in March this year and schools were advised accordingly. The process of putting that new policy into legislation has taken some time. So there are no new provisions here about which schools were not aware. Schools were advised from March that these were the provisions, and it has taken up to this time to put them into legislation.

Senator Teague —So no school was taken by surprise by these provisions?

Senator RYAN —Certainly not; they have known since March.
