(Question No. 624)


Senator Lewis asked the Minister representing the Minister for Health, upon notice, on 15 October 1985:

(1) What are the estimated annual savings/increased costs involved in the new structure for the Australian Capital Territory Health Authority announced on 30 September 1985 by the Minister for Health.

(2) How many administrative positions and how many medical positions (including nurses) have been created or abolished in the following salary ranges as a result of the new structure:

(a) under $18,000 per annum;

(b) from $18,000 to $22,000 per annum;

(c) from $22,000 to $26,000 per annum;

(d) from $26,000 to $30,000 per annum; and

(e) in excess of $30,000 per annum.


Senator Grimes —The Minister for Health has provided the following answer to the honourable senator's question:

(1) The proposed top management structure of the new Authority which includes Senior Executive Service (SES) officers and senior health professionals in management positions, produces salary and on-costs savings of about $88,000 per annum. The costs of payments to part time Authority and Board members (about $40,000 per annum) will be deducted from these savings.

Below this top management structure the organisation has not been defined in detail, so savings estimates are not available as requested in part (2) of the question. Appointment of the Deputy General Managers to support the Authority, the Hospital Services Board and the Community Health Services Board will be completed before the organisation is finalised in order to permit these executives to have an input into the final structure. Total staff costs will be met within the Authority's normal budget appropriations.

The Hospital Services Board will bring together a diverse range of hospital services into one co-ordinated administration. A similar approach will apply with the creation of the Community Health Services Board. These common administrations will permit significant savings in later years through rationalisation of such functions as finance, personnel and supply.

(2) The answer to this part of the question is not available at this time for the reasons outlined in part (1).
