Senator Short asked the Minister representing the Minister for Arts, Heritage and Environment, upon notice, on 16 April 1985:

(1) What criteria does the Australia Council use in allocating its funds between different categories of the arts.

(2) Does the Council take into any account the allocation of funds as between different States.

(3) What proportion of the total funds allocated, by category, has Victoria received in each year from 1975.

(4) What level of funding has the Victorian State Opera received from the Council in each year from 1975.

(5) What proportion of the total funds allocated by the Council to opera in Australia has gone to the Victorian State Opera in each year from 1975.


Senator Ryan —The Minister for Arts, Heritage and Environment has provided the following answer to the honourable senator's question:

The Australia Council has advised me that-

(1) Allocation by the Council of its funds between different artforms is based on consideration of a case presented by each Board in respect of on-going programs and new policies, as well as detailed submissions in relation to particular areas of interest such as incentive funds for art in working life and multicultural arts. The funding of major organisations such as the Australian Opera and Australian Ballet Foundation is determined in the light of Appropriations to the Council, broad Government policy guidelines, priorities determined by the Council, submissions from relevant Boards and applications from the companies concerned. For 1985-86 the Australia Council allocated its funds on the basis of an indexation increase of 7% to each of its eight artform Boards (Aboriginal Arts, Community Arts, Crafts, Design Arts, Literature, Music, Theatre and Visual Arts) and the five Council Programs (Arts Information, Inter-Board, International, Policy and Research and Touring and Access). Allocation of the balance of funds ($501,000) reflected the Council's concern about the level of funding available for Aboriginal Arts and the priority given by Council to supporting individual creative artists.

(2) In July 1985 the Council adopted a guideline for its Boards which requires them to make annual reports on significant discrepancies between the distribution of grants and the distribution of population. The Council will be able to consider these reports and take appropriate action when it considers future allocations of funds to its Boards.

(3) Proportion of Australia Council grants funds (excluding national and international) allocated by category to Victorian applicants are as follows:
