Senator PETER BAUME(4.07) —I move:

After clause 18, add the following clause:

Special provisions relating to advertisements

``19. Section 100 of the Principal Act is amended by adding at the end of sub-section (6)', provided that, where a period of 60 days has elapsed from the date of lodgment of the text of the proposed advertisement and the Secretary to the Department of Health or the Secretary's delegate has not notified approval or disapproval of the text, the licensee may broadcast or televise the advertisement in the terms of the text as lodged with the Secretary or the Secretary's delegate' ''.

I listened to the explanation of the Minister for Finance (Senator Walsh) about this matter and, whatever its validity, it in no way diminishes the need for this amendment. Indeed, to put a reasonable time limit on the time available to certain departments to carry out their function is something to be desired. I commend the amendment.
