Senator GIETZELT (Minister for Veterans' Affairs)(4.59) —We are in some difficulty here. If we do not complete this Bill within the next hour there is no possibility of its coming into effect in this session of Parliament. One of the difficulties is that there are timetables which governments have to meet. I have my responsibilities in these matters. As the House of Representatives is rising tomorrow, we have an obligation to deal with this legislation today so that where it is amended it can be reprinted and go to the other place for its consideration tomorrow. In the event of that not happening, we are in great difficulty. If it pleases the Committee, I will withdraw my opposition to dealing with these clauses in total.
