Senator LEWIS(11.52) —I understand the nature of the argument being put by Senator Macklin. I presume the Commission would use this procedure only when it wished to bring a matter to some finality. I recognise that Senator Macklin's amendment would provide a way of getting around some injustice if it should arise, but the other way around it would be for the applicant to make a fresh application. He is not disbarred from making a fresh application. In that event the Government's arguments make sense to me and I am not prepared to support the amendment.
