Senator Sir JOHN CARRICK(11.23) —I draw the Minister's attention to the fact that I was not simply seeking a change of words. The explanatory notes show what the breakup will be. The breakup for assistance to non-government activities is $500,000 out of $1.828m, so the disproportion is very real. The amount allocated for government programs, $600,000, is larger than the assistance given for non-government activities; so here we have a disproportion. Of course, there is an amount for advertising and publicity of $728,000. Not only does the wording point to a partisan situation; so does the break-up of the money. The fact is that if the proportion to be applied to assistance for non-government activities is little more than 25 per cent, it shows where the weight goes. The Government ought to have clarified this.
