Senator PETER BAUME(6.03) —This problem is, of course, long-standing. It concerns us. In the end it goes to public confidence in the system. I did not raise it to try to hunt any witches. When I go into the community and talk to groups I am asked about this matter many times. I am grateful to Senator Button for the offer he has made. This matter will come up again and again at estimates examinations. I will be grateful to get whatever response I can from the Department.

I think the Department is altogether too cavalier in the way it approaches this matter, as if there is no substance to it and as if it is a myth that goes around the community. I would like the Department to understand that many people are very concerned that something is wrong and that a number of people are cheating the system and getting away with it. People who are quite happy to pay their taxes and see a generous system of welfare become very angry if they think the system is being subverted and that they are paying for people who are cheating.
