The DEPUTY PRESIDENT (Senator Hamer) —I inform the Senate that the President has received the following letter, dated 5 November, from Senator Messner:

Dear Mr President

Pursuant to Standing Order 64, I give notice that today I propose to move-

`That, in the opinion of the Senate, the following is a matter of urgency:

The need of the Hawke Labor Government to abandon its proposed capital gains tax because of the destructive effects on incentive.'
