Senator WALTERS —I give notice that, on the next day of sitting, I shall move:

That the Senate condemns the Minister for Arts, Heritage and Environment (Mr Cohen) for his lack of understanding enunciated by his report to the Minister for Primary Industry (Mr Kerin) on the licensing of the Tasmanian woodchip industry.

For instance, Mr Cohen's report would, if implemented, deny for any logging 40 per cent of the Australian Newsprint Mills concession-


The PRESIDENT —Order! The honourable senator is making a statement now rather than giving notice of a motion to be moved.


Senator WALTERS —It is an example of why I am moving the motion. I have only two lines left.


The PRESIDENT —The honourable senator should seek leave to make a statement after giving her notice of motion. The honourable senator is clearly out of order in the way in which she is approaching the matter now and I suggest that she move in that way.


Senator WALTERS —Having given the notice of motion, I now seek leave to add a few words.

Leave granted.


Senator WALTERS —I thank the Senate. For instance, Mr Cohen's report would, if implemented, deny for any logging 40 per cent of the Australian Newsprint Mills concession and result in the loss of 3,000 jobs with the possible closure of one of Tasmania's most efficient industries.
