Senator WALSH (Minister for Finance)(12.07) —I think I should reply to that bit of bleeding heart humbuggery which we just heard from Senator Harradine. The general rebate which this is replacing was skewed against low income households. That was a major reason for the Government's change. Senator Harradine gave himself away by referring twice to orthodontic work. Low income households cannot afford orthodontic work. So let us dispose of this humbuggery that Senator Harradine is arguing for the low income households and low income families. He is doing no such thing. The logical extension of his argument is that the Government should pay 100 per cent and not 30 per cent of all the medical expenses not covered by Medicare or by private insurance arrangements.
