Senator COATES(10.45) —I intervene briefly to record the consideration of this matter by the Senate Standing Committee on Regulations and Ordinances. We dealt with the matter, including a report from our legal adviser, Professor Whalan, on 22 August and decided to take no particular action about these regulations. The increases are large on their face, but the explanatory statement indicates that government policy is to attempt to recover the full cost of government administration of these warehouses, and the rises were not so large as to infringe either our principle (a) about being in accordance with statute or our principle (b) about trespassing unduly on personal rights and liberties. Therefore, the Committee does not recommend the disallowance of the regulations on the basis of its principles. I seek leave to continue my remarks later.
