Senator VIGOR(12.37) —The Australian Democrats support the Communications Legislation Amendment Bill. We believe it provides a useful addition to the powers of the various authorities that are dealt with in the Bill. I would like to make just a couple of points about the organisations concerned. I certainly hope that the contracts which are drawn up under the Bill will be drawn up with more care-certainly in the case of Australia Post-than the contracts which are available between Australia Post and the airlines, as outlined in my questions at a recent Estimates committee meeting.

I hope that Telecom Australia will use the extra money and the extra freedom that are given by this Bill to the advantage of the whole Australian community and that it will use its commercial power to help Australian industry develop an electronics and communications arm. I hope that Telecom will take the message and try to use Australian contractors as much as possible.
