(Question No. 420)

Senator Peter Rae asked the Minister representing the Treasurer, upon notice, on 21 August 1985:

Is the Australian Bureau of Statistics currently conducting a survey into household energy use; if so:

(a) what matters are involved in the survey;

(b) what facts have as yet been made known, in relation to its survey findings; and

(c) what factors led to the decision to undertake the enquiry.

Senator Walsh —The Treasurer has provided the following answer to the honourable senator's question:

Yes. Notice of the proposal by the Australian Bureau of Statistics to conduct a Household Energy Survey during 1985-86 was tabled in the Senate on 28 March 1985 (Proposal No. 2), and collection of relevant information commenced in mid-June 1985.

(a) The survey seeks data from 18,000 households throughout Australia on the use of energy-using domestic appliances, consumption of electricity and reticulated gas, sources of energy, insulation of dwellings, size of household and family structure, household income (in broad ranges), seasonality in energy consumption and fuel substitution.

(b) No statistical information has yet been released from the survey. It is expected that the ABS will commence publishing results in June 1987.

(c) The survey has been designed to meet the requirements of the Commonwealth Department of Resources and Energy and State energy authorities and utilities for information to assist in policy formulation and evaluation, with specific reference to forecasting of energy demand and assessment of fuel substitution programs.
