The PRESIDENT —I have received a letter from the Leader of the Opposition, Senator Chaney, proposing that a matter of public importance be submitted to the Senate for discussion, namely:

The devastating impact on small business and employment prospects of the Government's proposed tax on fringe benefits and capital gains.

I call upon those members who approve of the proposed discussion to rise in their places.

More than the number of senators required by the Standing Orders having risen in their places-
