Senator MORRIS —I direct my question to the Minister representing the Minister for Local Government and Administrative Services. In view of the disquiet expressed by some groups in the community as to the alleged reduction in funding of local government by the Commonwealth arising out of the 14 May economic statement, can the Minister outline recent decisions on the funding of local government throughout the States?


Senator GIETZELT —Senator Morris is a New South Wales senator but he has asked about funds made available to local government generally. It is fair to say that the Government has met it obligation in respect of providing funds to local government in excess of the inflation rate. To that extent the Government has accepted its responsibility to assist local government to provide the range of services that it does right throughout the country and it continues that policy which has been a feature of recent years. In respect of the funding available to local government, the amount of $177m made available to New South Wales in 1984-85 has been increased to $195m in 1985-86. That 10 per cent overall increase represents a 2 per cent increase in real terms, having regard to inflation. That indicates that the Government's commitment to local government cannot be questioned; nor can my own, having spent 15 years in local government before coming into the Senate. Apart from the obvious need for the Commonwealth to provide funds for the operation of local government, such funds are an important generator of employment and because that funding operates right thoughout Australia of course it has regional influences as well.

As to Senator Morris's specific question as to what allocation should be available to each local government body, such allocations for New South Wales arise from recommendations of the New South Wales Grants Commission. Under section 96 of the Constitution and the Local Government (Personal Income Tax Sharing) Act 1976 the Commission has made available to the 176 local government bodies amounts of money which vary in respect of the importance of local government in each of the regions. A list in the brief the Minister for Local Government and Administrative Services has provided me indicates the amount of money made available on a population basis as well as the total grant to each local body. Mr President, I seek leave to have the list incorporated in Hansard.

The Local Government Grants Commission recommends that-

(1) the amounts shown hereunder totalling $195,252,913 be paid to the respective local governing bodies (176) as financial assistance from the Commonwealth Revenue Sharing moneys to be paid to the State of New South Wales in respect of the financial year 1985/86 under section 96 of the Constitution and the Local Government (Personal Income Tax Sharing) Act, 1976, and

(2) there be no conditions attached as to the expenditure by the local governing bodies of the financial grants of assistance recommended for payment.
