Senator Walsh —On 8 May 1985 (Hansard, page 1518) Senator Jones asked me, as Minister representing the Treasurer, the following question without notice:

I refer to the composition of the Board of the television company Queensland Television Ltd, which runs Channel 9 in Brisbane. I ask the Minister: Firstly, is Alan Bond the Chairman? Is P. R. Gallagher a member of that Board as well as B. E. Orr and P. G. Beckwith? Who are the other members of the Board? Secondly, was Sir Edward Lyons, who resigned last week as Chairman of the Queensland Totalisator Administration Board and as Vice-Chairman of Queensland Television Ltd, elevated to both those positions through the influence of the Queensland Premier? Thirdly, are there any known connections between Rothwells Ltd, the merchant bank of which Sir Edward Lyons is still chairman, the Queensland TAB, of which Sir Edward Lyons is a former Chairman, Queensland Television Ltd of which Sir Edward is a former Vice-Chairman, and the Queensland branch of the National Party, of which he is still a trustee? Fourthly, has the Queensland TAB invested some $28m in Rothwell's merchant bank? Fifthly, has the Reserve Bank of Australia refused to underwrite the investment?

The Minister for Communications has provided an answer, based on advice from the Australian Broadcasting Tribunal, to those parts of the question relating to his area of responsibility:

Mr Alan Bond is Chairman of Queensland Television Limited (QTL).

Messrs Gallagher, Orr and Beckwith are Directors of QTL. Mr Beckwith is currently Deputy Chairman of the Board, but has indicated that he will resign this position when a suitably qualified Queensland resident is found to take his place.

The other members of the QTL Board of Directors are:

Mr Warren Jones

Mr David Aspinall (Executive Director)

Mr Tony Oates.

Mr Peter Mitchell

Mr Geoffrey Liddicoat

Mr Peter Laurance

Mr Harry Lodge

On 1 May 1985, the Tribunal commenced a public inquiry into the acquisition by Fairlanes WA Pty Ltd of all the issued capital of Queensland Television Ltd, the company which holds the licence for commercial television station QTQ-9, Brisbane. The inquiry concluded on 24 July 1985. One of the issues investigated was the manner in which new Directors have been appointed to QTL and the background and experience of these Directors in relation to the operation of the station. This includes whether there was any, and if so what, Government or political involvement in the appointment of the Directors. The Tribunal is yet to release its report on the inquiry.
