That the Senate take note of the paper.


The DEPUTY PRESIDENT —Before I call Senator Harradine, I would like to give a ruling on relevancy in respect of a matter which arose during debate on Government papers. It has been the practice to allow wide-ranging debate on the subject matter of Government papers, largely, I think, because the Chair cannot possibly be aware of the detailed contents of the many papers presented. I will follow that practice and will not rule remarks out of order, provided they are relevant to the institution reporting or being reported on.
