Senator MacGIBBON(11.18) —As I understand what the Minister for Veterans' Affairs (Senator Gietzelt) has said, no decisions have been taken with respect to the letting of tenders in a prospective way with respect to this legislation. He used the phrase 'representations from various States'. Whether that is true is irrelevant. The crux of the issue, as Senator Peter Rae and Senator Jack Evans have said, is that a government cannot act before a Bill is passed into law. It is as simple as that. Whatever difficulties the Government was in, whatever embarrassments it might have suffered by presuming the Bill would be rubber stamped by both Houses, are just too bad. The fact is that we make the laws, not the Ministry.
