(Question No. 692)


Senator Peter Rae asked the Minister for Industry and Commerce, upon notice, on 7 March 1984:

(1) What aspects of the Customs Tariff (Anti-Dumping) Act was Australia requested to clarify early in 1983 by the General Agreement on Tariffs and Trade Anti-Dumping Committee.

(2) Will the Minister for Industry and Commerce inform the Parliament of the details of Australia's response to this request and when it was produced, if not when will it be produced.


Senator Button —The answer to the honourable senator's question is as follows:

Several signatories to the GATT anti-dumping and subsidies and countervailing duties codes sought clarification and elaboration on aspects of Australia's anti -dumping and countervailing legislation in early 1983.

The questions related mainly to conformity of the legislation with the GATT codes and some criticism of what was seen as a lack of transparency and absence of administrative procedures.

Written responses were made at the October 1983 meetings of the GATT committees and most of the issues raised were covered in the recent amendments to the legislation.

Full details of the questions raised and Australia's response have been provided separately to the honourable senator.
