Senator TATE —by leave-I present a paper on the operations of the Standing Committee for the Scrutiny of Bills, which was presented by me to the Second Commonwealth Conference on Delegated Legislation held in Ottawa in April 1983. I move:

That the report be printed.


Senator TATE —Normally, a paper of this character would go to the Publications Committee for its consideration as to whether it ought to be printed. But given the wide interest in this chamber last week on the work of the Standing Committee for the Scrutiny of Bills, it was thought desirable by many members of that Committee that this step be taken. I do not hereby set a precedent, but the passage of this motion to print this report would be appreciated for the benefit of all senators.
