Senator Messner asked the Minister for Social Security, upon notice, on 16 December 1983:

Has any amount been spent under Division 312 Special Fund for Expenditure in Relation to Government Programs at the Direction of the Minister of Finance by the Department of Social Security; if so, how much and what are the details of those expenditures.

Senator Grimes —The answer to the honourable senator's question is as follows:

The Minister for Finance has approved additional urgent and unavoidable obligations of $5.7m against normal departmental appropriation items to enable implementation of the assets test to proceed.

The Department of Finance has advised that funds under normal departmental appropriation items will be augmented from Division 312 (special funds for expenditure in relation to Government programs at the discretion of the Minister for Finance) when the Minister for Finance has issued the necessary determination.

At 31 December 1983 income and assets test expenditure recorded against normal departmental appropriation items was about $1.9m, comprising some $1.7m for overtime and administrative expenses.
