Senator BUTTON (Minister for Industry and Commerce and Minister Assisting the Minister for Communications)(9.17) —I congratulate Senator Collard on his speech, which I feel encapsulated the essential points of the Opposition' s criticism of this legislation and, in passing, offered some thoughtful observations. The Government's view is largely as was expressed in the second reading speech and I need not add very much in that regard. The authorities in question have been through a long process of inquiry, from which much public discussion has arisen. The Government is concerned that some of the decisions arrived at as a result should be implemented as quickly as possible. I commend the Bill to the Senate.
