Senator RYAN (Minister for Education and Youth Affairs and Minister Assisting the Prime Minister on the Status of Women)(8.39) -A technical reason for its inclusion is that it gives effect to Article 2A of the Convention on the Elimination of All Forms of Discrimination Against Women. However, I think there is a very important reason for keeping the paragraph in the clause because it demonstrates that we are concerned with establishing equality between men and women in those areas which are covered by the legislation-not in all possible areas but in areas such as employment, education , access to finance, goods and services and clubs; those areas in respect of which we say in the Bill people shall not be treated differently on the basis of sex, marital status or pregnancy. We are saying there is an equality. So the equality is in respect of those areas which are covered by the Bill.
