Senator PETER BAUME(5.22) —I do not intend to move amendments Nos (10) and (16) as circulated. Instead, I move:

Page 32, clause 24 (6), add the following paragraph:

(a) The Minister may, on the application in writing of the approved authority of a school, vary the list of non-systemic schools by omitting the school from that list.

The purpose of the amendment should be self-evident. It is merely to provide the Minister with the opportunity to respond to an application by a school, in writing, to be placed in a different category. It seems to me that there should be nothing exceptionable about the proposition, but I emphasise to the Committee that I move the amendment on its own and not in association with previously circulated amendments Nos (10) and (16) which sought to leave out words.

Senator Macklin —You are not moving Nos (11), (12) and (13)?

Senator PETER BAUME —They have been disposed of. Amendments Nos (10) and (16) related to the same matter, but we do not intend to move Nos (10) and (16) except that I am proposing the insertion of new paragraph (a) in clause 24 (6) in the words appearing in circulated amendment No. (16). I ask the Committee to support that. It merely gives the Minister the chance to respond if a school says that it wants to move from group 3 to group 2. It does not impose a duty on her to respond, but gives her that capacity.

Amendment negatived.

Clauses agreed to.

Clauses 25 to 76-by leave-taken together, and agreed to.

Clause 77 (Determinations to be in writing, &c.).
