Senator BJELKE-PETERSEN —Has the Attorney-General obtained, and if not will he obtain, an opinion as to whether a national referendum would be valid if the people of the Northern Territory and the Australian Capital Territory were denied voting rights?


Senator GARETH EVANS —I have not obtained an opinion from anyone else, but I am sufficiently confident of my own capacity to read section 128 of the Constitution as amended in 1977 to appreciate that a referendum which did go forward without making provision for Territory voters would indeed be invalid.
