Senator PETER BAUME(10.31) —It might be appropriate to intervene now because I do not wish to prolong the Committee's consideration of this Bill. I comment briefly on what Senator Macklin has said. My concern about the report of the Auchmuty National Inquiry into Teacher Education was different . It was a concern about the structure and process of the whole investigation, the way in which the investigation was structured and written and my belief that there was a lack of a single coherent philosophical thread so the inquiry really was predisposed to failing to deliver the goods and study phenomena. I do not think the report really set down a direction.

I turn to what the Minister for Education and Youth Affairs (Senator Ryan) said to me in terms of funding. This is the first time that anyone has suggested that the distribution of funding for participation in equity, which we think is inequitable, has to be regarded alongside and perhaps as part of the recurrent funding for schools. I find that really quite extraordinary. This program should stand on its own. It has particular objectives within education. I think that many school authorities can be very worried by the explanation which the Minister has given. I do not question it. It is the Government's program and it is the Minister's explanation.
