Senator HARRADINE(11.15) —Lest it be thought that by agreeing to this provision the Committee in fact is laying down the principles which will guide the Senate in meeting its constitutional responsibility when the time arises, I wish to make it very clear that the amendment contained in the Bill, and of course Senator Macklin's amendment to that amendment, are unnecessary. At the appropriate time for the Senate to declare who are the long term senators and who are short term senators, once the Senate convenes after a double dissolution , it could ask the Australian Electoral Office to undertake a recount on the basis of a half Senate election. There is no problem about that. I do not want to delay consideration of this, but I just make the point that I do not wish the acceptance of these amendments to be regarded as an endorsement of the view that the Senate, when it comes to give its consideration to this at some future time, adopts this proposal. This is merely an aid to the Senate when it comes to considering this.
