Senator SIBRAA(10.14) —The Government is trying in this measure to make voting easier for a whole range of people who have come to Australia from other countries, particularly European countries, who are used to voting under a list system. Anybody who has scrutineered in a close count knows the arguments that we have had about whether a figure is a continental one-some people put a tail before the figure one-or whether it is a tick. We are making sure that this situation does not occur in the future. We are trying to cut down on what I believe is a farcical situation in that one in 10 people throughout Australia votes informal for the Senate. The evidence given to the Joint Select Committee on Electoral Reform was that the vast majority of those people try to vote formal.
