Senator Maguire asked the Minister representing the Minister for Employment and Industrial Relations, upon notice, on 5 October 1983:

(1) What has been the total number of staff employed in Commonwealth Employment Service offices in each year from 1975-76 to 1982-83 inclusive.

(2) Do staff ceilings apply in respect of the Commonwealth Employment Service, if so, does the Government intend to relax the ceilings and by how much.


Senator Button —The Minister for Employment and Industrial Relations has provided the following answer to the honourable senator's question:

(1) The total number of staff employed in Commonwealth Employment Service offices at the end of each year from 1975-76 to 1982-83 was:

1975-76 - 2,672

1976-77 - 2,977

1977-78 - 3,570

1978-79 - 3,658

1979-80 - 3,636

1980-81 - 3,833

1981-82 - 3,456

1982-83 - 4,226

Staffing levels were substantially reduced between 1980-81 and 1981-82 to take account of a loss of functions, notably those associated with unemployment benefit administration resulting from the then Government's Review of Commonwealth Functions.

(2) The Government has approved an average full time staffing level for 1983-84 for the CES. The approved staffing level takes into account changes in the labour market, seasonal fluctuations, the impact of the Community Employment Program and the introduction of automatic data processing in offices of the CES. Staffing levels and workload will be continually monitored and the Government will make adjustments when considered necessary.
