Mr DOWNER (Minister for Foreign Affairs) (11:19 AM) —by leave—I present a supplementary explanatory memorandum to the bill and move government amendments Nos 1 to 7:

(1) Heading to Schedule 1, page 3 (line 4), omit “ASIO and ASIS”, substitute “ASIO, ASIS and DSD”.

(2) Schedule 1, item 1, page 3 (line 9), omit “ASIO and ASIS”, substitute “ASIO, ASIS and DSD”.

(3) Schedule 1, item 1, page 3 (line 10), omit “ASIO and ASIS”, substitute “ASIO, ASIS and DSD”.

(4) Schedule 1, item 2, page 3 (line 14), omit “ASIO and ASIS”, substitute “ASIO, ASIS and DSD”.

(5) Schedule 1, item 3, page 3 (line 17), omit “ASIO and ASIS”, substitute “ASIO, ASIS and DSD”.

(6) Schedule 1, item 6, page 4 (table row), omit “ASIO and ASIS”, substitute “ASIO, ASIS and DSD”.

These amendments to the Intelligence Services (Consequential Provisions) Bill 2001 are necessary, following the government's acceptance of the majority of the recommendations made in the report of the Joint Select Committee on the Intelligence Services, which was presented to parliament on 27 August. All the amendments result from the inclusion of the Defence Signals Directorate under the parliamentary joint committee that is now proposed to examine the administration and expenditure of ASIO, ASIS and DSD. I commend the amendments to the House.
