Dr KEMP (Minister for Education, Training and Youth Affairs and Minister Assisting the Prime Minister for the Public Service) (12:20 PM) —I will provide the report to the shadow minister and he will see exactly what the basis of the statistics in the report is, and he can make his assessment of those and their validity. But I can assure him that, in discussions between the government and universities, quite a number of universities have conceded to the government that the places they have had which have not been HECS exempt places but are places that they have created themselves out of HECS places have not been satisfactorily supervised and are not going to be of a standard which the universities are prepared to maintain. Universities have voluntarily withdrawn these places from the pool because they know that these places are not competitive within the higher education research pool which has been created as a result of the government's white paper.
