Mr Martin Ferguson asked the Minister for Transport and Regional Services, upon notice, on 15 February 2000:

(1) Further to his answer to question No. 1052 (Hansard, 17 February 2000, page P13746), how were members of the Rural Transaction Centres (RTC) Panel selected.

(2) What payments, including travel allowances and sitting fees, are payable to members of the RTC Panel and what are the details of payments made to each Panel member to date.

(3) If the Panel does not make recommendations to him, what type of advice does the RTC Panel provide to him.

Mr Anderson (Deputy Prime Minister) —The answer to the honourable member's question is as follows:

(1) Suitable candidates were selected from a pool of nominations. The Minister for Regional Services, Territories and Local Government wrote to appropriate candidates to canvass their interest in applying for a position on the RTC Advisory Panel. If a candidate agreed to have their name put forward the Department sent them a copy of the Bowen Committee Code of Conduct and a standard letter that sought their assurance that there would be no conflict of interest in them being on the RTC Advisory Panel, and that they had not been involved with tax evasion and avoidance schemes. Once a candidate returned these papers, satisfactorily completed, the Minister wrote to the Prime Minister seeking Cabinet approval for the appointment of Panel Members. The Prime Minister confirmed the appointments of the Panel members on 7 June 1999.

(2) The RTC Advisory Panel members are paid sitting fees of $250 per day in accordance with Category 2, Section 2.5, Part 2, Remuneration Tribunal Determination 1999/03.

The Panel members also receive travel allowance (TA) that consists of the following elements: accommodation; incidentals; car mileage; airfares; and ancillaries.

The payment details to each Panel member prior to round 4 of the RTC programme are:

(3) The RTC Advisory Panel considers and advises the Minister on the suitability of applications for funding under the RTC programme.

The Panel may also advise the Minister on matters relating to the implementation of the RTC programme.
