Mr PORTER —I refer the Prime Minister to the savings of $107m claimed by both himself and the Treasurer as a result of the restructuring of Commonwealth departments. Is it not true that whilst staff savings of 3,137 have been agreed, they have been offset by a massive increase of 3,077 in Public Service staffing levels provided in the Budget? How does the Prime Minister justify his claim of significant savings when there are none?

Mr HAWKE —It is for the very simple reason that as a result of the changes I initiated in the organisation of the Public Service there will be the staff savings of 3,000 in the full year to which I referred. I said they would flow from that; they will.
