(Question No. 5303)


Mr Sharp asked the Minister for Foreign Affairs, upon notice, on 29 April 1987:

(1) Has the Australian Development Assistance Bureau recently conducted an inquiry into Australia's participation in the World Bank, International Development Association, Asian Development Bank, Asian Development Fund and the International Fund for Agricultural Development (IFAD).

(2) Has he received the report of the Bureau; if so, (a) what are the conclusions and recommendations of the report and (b) will he say whether and, if so, when, he will present the report to the House.

(3) Has Australia made a pledge to IFAD for the 1985-87 triennium; if so, what sum has been pledged and when will the pledge be honoured.

(4) If Australia has not made a pledge, why not.

(5) Has Australia made a pledge to IFAD's Special Program for sub-Saharan Africa; if so, what sum has been pledged and when will the pledge be honoured.

(6) If Australia has not made a pledge to the IFAD program, why not.


Mr Hayden —The answer to the honourable member's question is as follows:

(1) Yes.

(2) The report is nearing finalisation but has yet to be formally lodged. It is designed to assist the Government's consideration of formal commitments to these organisations and will therefore be a restricted document.

(3) Australia pledged $8.48 million to the second replenishment of IFAD (IFAD-2) but has yet to ratify that commitment. The Government is considering Australia's participation in IFAD-2 in the context of the recommendations of the above-mentioned report.

(4) See answer to (3).

(5) No.

(6) Any contribution to IFAD's Special Program for sub-Saharan Africa will be considered in the context of the review.
