Mr Porter asked the Minister for Health, upon notice, on 17 October 1986:

(1) What is delaying the transfer of nursing education to tertiary institutions.

(2) Will the transfer proceed in 1986-87.

(3) What is the estimated number of nursing students who will be involved in the transfer in each State.

(4) How was the 1985 disagreement between the Commonwealth and the States over capital funding resolved.

(5) Why was the Parliament asked to appropriate funds for the purposes of the transfer in 1985-86.

Dr Blewett —The answer to the honour- able member's question is as follows:

(1), (2) and (4) The transfer of basic nurse education to tertiary institutions is well under way or planned for commencement by 1988 in all States and Territories with the exception of Queensland. Agreements finalising the transfer arrangements have been signed with Victoria, South Australia, Western Australia, Tasmania and Northern Territory.

Unlike the other States, the Queensland Government has insisted that the Commonwealth should meet the full cost of the transfer from hospitals to CAEs, including capital costs.

(3) The estimated number of general nursing student places involved in the transfer (based on 1983 training levels) is as follows:

New South Wales...6,800



South Australia...1,720

Western Australia...1,140


Northern Territory...70

Australian Capital Territory...200

(5) The transfer is being phased-in over the period 1985-1993, with Commonwealth recurrent assistance being available in respect of 1,000 places in 1985 and 2,700 places in 1986. Parliament was asked to appropriate $2.8m in 1985-86, reflecting the States' and Territories' entitlements for that period under the terms of Commonwealth assistance for the transfer. Due to delays in finalising inter-government agreement on the transfer, no payments were made in respect of 1985-86 and funds have been carried over into the current financial year.
