To the Honourable Speaker and Members of the House of Representatives in Parliament assembled. The humble petition of the undersigned citizens of Australia respectfully shows:

1. That the functions of local government involve assessing local demand for services and either providing, or facilitating the provision of, those services;

2. That a transfer of responsibility for the provision of services from one level of government to another must be accompanied by a corresponding transfer of funds;

3. That local government in Victoria is becoming increasingly involved in the planning and provision of human services in particular;

4. That the level of services currently provided by or through local government cannot be maintained, and certainly cannot be increased, if the funds made available to local government through the personal income tax-sharing arrangement are not maintained at the present level;

5. That we are totally opposed to any reduction in the percentage of personal income tax allocated to local government.

Your petitioners humbly pray that no change be made to the funding of local government without the consent of representatives of local government.

And your petitioners as in duty bound will ever pray.
