Mr HODGMAN(9.07) —This is the final chance for the Opposition to ask the Minister--

Mr Beazley —Oh, come on!

Mr HODGMAN —I do not know whether you think you are in Moscow. Let me tell you, you are in Canberra and members can speak on the third reading. What I am about to say-it is all right, comrade, do not try to stand over me-is that the short point is that the Minister for Housing and Construction (Mr West) has still not been guaranteed his $290m. He has conned 9,000 prospective home owners, who will not get their homes. I suggest he go back to the Prime Minister (Mr Hawke) and get him to put it in black and white because, despite what the Minister says, the Act does not guarantee him $290m in 1985-86. I suggest he check it out with any first year law student, who will tell him that when it refers to 'an amount not exceeding', it does not mean that he will get the full $290m. The Minister might finish up having put his head on the block and still not getting $290m.
