Mr BRUMBY(10.14) —It is probably worth while restating briefly at the outset the two main purposes of the Soil Conservation (Financial Assistance) Bill. The first purpose is to provide a statutory basis which is enshrined in legislation whereby the Commonwealth Government can contribute financially to soil conservation on a nation-wide basis. The second purpose of the Bill is to establish a Soil Conservation Advisory Committee to recommend priorities, strategies and conditions for expenditure of funds provided under the Bill and to provide advice on soil conservation to the Commonwealth. In terms of the details of the legislation, the Soil Conservation Advisory Committee which I have just mentioned will be established. That will consist of expert and impartial members who will be appointed by the Government. The main function of that Committee--
